Joann has more than 35 years of experience working on major public works projects in King County and the Puget Sound region. As a lawyer, government official, and consultant, she has been involved in all phases of capital projects, including financing, planning, design, procurement, construction, and operations and maintenance. Joann has in-depth knowledge of public policy, legal, financial, and administrative issues and requirements that must be addressed to successfully complete such projects.

Joann has worked on a wide range of water, wastewater, transportation, and public facilities programs and projects, including multiple King County Wastewater Treatment Division (WTD) projects; West Point Treatment Plant program management; Renton Treatment Plant; Sunset/Heathfield Pump Station; Murray CSO; Barton CSO; East Side Interceptor Sec. 2 (Phase II); various Seattle Public Utilities (SPU) programs and projects; combined sewer overflow program management; capacity management operations & maintenance programs; Morris Lake Pump Plant Project; SPU Integrated Plan; and major regional systems and facilities: Sound Transit Light Rail; Seattle Monorail; Downtown Seattle Transit Tunnel; King County Library System; Harborview Hospital; Qwest Stadium and Exhibition Center; Safeco Field; Seattle Art Museum.

Since 2006, Joann has been a principal and the president of Griffin, Hill & Associates, LLC (GHA), a minority-owned business management consulting company based in Seattle. GHA supports planning and delivery of capital projects, including program management, project management, and construction management services. Currently, Joann leads a team hired by King County WTD to support the development and implementation of a collaborative delivery pilot program as part of WTD’s multi-billion-dollar capital program.
