GUIDE TO OWNER ADVISORS

Why, When, and How They Can Help with a Collaborative Delivery Project

GUIDE TO OWNER ADVISORS

The Guide to Owner Advisors is a companion piece to the sixth edition of the WCDA’s Water and Wastewater Collaborative Delivery Handbook. Chapters 1 and 2 of this guide cover higher-level discussions about how and why an owner may want to use an OA and what the procurement process could look like. Chapter 3 sections more closely mirror the chapters of the WCDA handbook and focus on how an OA can assist an owner through each stage of the collaborative delivery process—from the initial planning stage through project completion.

WHAT’S INSIDE:

This is not a repetition of the WCDA handbook, and we recommend that you read the handbook first. We provide guidance to owners interested in procuring an OA, including the following:

  • Defining the criteria that owners should use to procure an OA
  • Helping owners hire an OA that is experienced, collaborative, and will add value to a project
  • Defining what an OA is and does and clearly delineating the levels of service and expertise an OA can provide
  • Helping an owner identify when and why it may consider using an OA, whether it’s a lack of experience, a need for special technical expertise, or simply an extension of the owner’s staff
  • Promoting water sector collaborative delivery best practices from DBIA and fulfilling the WCDA’s mission: “Better Projects, Together”
