About Howard Lum, PE, SE, ENV SP

Howard Lum has over 33 years of engineering experience, including collaborative delivery of many transportation, clean water, and wastewater projects. Currently, he is the engineering design section manager of Metropolitan Water District of Southern California. He manages consultants and directs staff to design and construct dams, reservoirs, tunnels, pipelines, and treatment facilities (at a biennium infrastructure upgrade budget of over $1 billion). His projects include Colorado River Aqueduct Rehabilitation, Lake Mathews Outlet Facilities, Inland Feeder Arrowhead Tunnels, Sepulveda Feeder Pump Stations, Delta Conveyance Project, and Sites Reservoir.

Howard is also an adjunct professor of civil engineering at California State University Los Angeles over the past 18 years. He focuses his teaching and research on tunnel design, earthquake engineering, and capstone senior design projects. He was named “Outstanding Lecturer of the Year” by California State University in 2018.

Howard holds a Bachelor of Science in civil engineering and economics from University of Wisconsin at Madison, and a Master of Science in structural engineering from University of California at Berkeley. He is a registered civil engineer (PE), structural engineer (SE), and nvision Sustainability Professional (ENV SP). He is also an academia member of the Design-Build Institute of America (DBIA) and member SE of Structural Engineers Association of California.
