I look forward to working with you to educate, advocate, and empower water sector stakeholders to transform the water sector through the power of collaborative delivery.
The strength of WCDA, and the importance of our collective work, was evident to me from the moment I entered my first board of directors’ meeting earlier this month. Successful collaborative delivery projects advance innovative and effective infrastructure solutions that provide broad benefits and offer resilient solutions to address increasingly complex water sector challenges. When WCDA leaders, members, and stakeholders work together and generously share their time, expertise, and passion to develop and enhance collaborative delivery knowledge and resources, the water sector is the ultimate winner.
As the use of collaborative delivery continues to grow, so does the importance of WCDA’s work. The future is bright for our organization as we continue to evolve and create relevant and timely collaborative delivery resources that enable stakeholders to build better projects, together.
Thank you to Mark Alpert, outgoing executive director, for the legacy he leaves to our industry, including the thriving organization we have today. I am looking forward to working with you to continue our positive momentum to create a successful and vibrant future for the WCDA community.

WCDA Welcomes New Executive Director Barbara Martin
Denver – The Water Collaborative Delivery Association (WCDA) Board of Directors has appointed Barbara Martin as the organization’s new Executive Director. She will officially begin her role on February 1, 2025.
Serving as the face of the WCDA, Barbara is responsible for effective administration and oversight of WCDA’s operations and execution of education, research, development of best practices, and advocacy efforts to advance WCDA’s mission to empower stakeholders in the water sector. The WCDA Board of Directors is confident in her ability to guide the association into its next phase of value delivery and growth. “Barb’s passion and dedication to the water sector fully align with WCDA’s mission to deliver a more efficient, sustainable, and affordable water world through the power of collaborative delivery. We are thrilled Barb has chosen to continue her water story at the helm of WCDA as we begin a new chapter together,” says Michelle Green, PE, DBIA, WCDA Immediate Past President.
Martin is passionate about the transformative potential of collaborative delivery in addressing the water sector’s most pressing challenges. She shared her enthusiasm for her new role, stating:

At a time when the water sector faces increasingly complex challenges, collaborative delivery harnesses the talents of project teams to advance innovative and effective solutions, leading to successful project outcomes with long-term benefits. This is reflected in the rapid growth of collaborative delivery in the water sector and a promising future ahead for the WCDA.”
Bringing over 25 years of experience in the water sector, she most recently served as the Director of Engineering and Technical Services at the American Water Works Association (AWWA). There, she led a team of more than 25 staff and thousands of volunteers, advancing programs and resources to support the water community. Her career also includes global roles with water sector solution providers, where she oversaw North American business development for innovative process treatment technologies and analytical instrumentation.
