Leofwin Clark

Mr. Clark has 30+ years of experience in infrastructure advisory services, business development, and sales, with a focus on design-build (DB), design-build-operate (DBO), and public-private partnership (P3) efforts for water/wastewater and transportation projects. He is considered an industry thought leader for collaborative delivery education, training, research, and the application of collaborative and P3 delivery models for the water and wastewater industry.

As a senior vice president for Brown and Caldwell, Leofwin provided executive leadership for the firm’s owner advisor platform and collaborative delivery project business development. As a vice president for design-build at CH2M HILL (now Jacobs), Leofwin led owner advisor and business development efforts in the United States, Canada, and the UK. Leofwin previously served as a board member and WCDA Past President (2016) and Education Committee Chair (2017-2021), responsible for leading the development of educational curriculum and for conducting regular seminars and workshops on behalf of the WCDA. Most recently, Leofwin established an independent owner advisor consultancy, All Things Collaborative Delivery.
